Can a laneway house be built on a duplex lot?

Called me about HomesWithSuites.ca asking me what it was all about then asked how much would it cost to build a suite?

Specifically a laneway house.  Could she build a laneway house on her duplex lot?  She owns 1/2 of a back to back duplex.  

I confirmed with Vancouver City Hall that laneway houses are permitted only on RS-1 and RS-5 single family zones of minimum 33' wide lots with lane or lane dedication.

A duplex lot (RT zoning) does not fit the guidelines for city approval to build a laneway house.
